I didn't care about the story, but I could see how well made this was.  Welles directed, played the police captain, and co-adapted Whit Masterson's novel Badge of Evil (emphasis mine).

I watched the first quarter hour and found it cliched, but perhaps that was intentional.  Hitchcock of course directed, based on the novel by Robert Bloch.

Odd movie that goes from dull action to Cold War spy drama to sex comedy??  Oh, and Janet Leigh seems very miscast, since she's not even trying to do a Russian accent.  Josef von Sterberg directed.
